TOPIC: ARGUMENT20 - The following appeared in a letter to the editor of the

To reduce the number of accidents involving mopeds and pedestrians, the towne{4qx6h,rU1b

L y(U+t1N,J5qOK   The author recommend that Balmer limit the number of rented mopeds to reducez^mf|V8o
the number accidents involving mopeds and pedestrians. However, the author has
Zlq+R R)wK0C rested on several suspicious assumptions which renders the conclutionf.QqR+w&u'd
unconvincing.%g)T}4h8O s@ o
First, the author assume that the accidents in Balmer are mostly caused byF^O F)O4`9N5p
the excessive numbers of mopeds and bicycles. However, it is entirely possible6{u?.t W2_
that other reasons account to the accidents, such as lacking of traffic
!Xml*P1D(m4G&QH!}? enducation to the riders or the pedestrains, poor weather conditions, or poor
)inQ$f)_0Y6n_ road conditions. Without ruling out these possibility, the conculsion that they6Ry%a1`3tyU
limit of mopeds will reduce the number of accidents is not convincing.
0_\%b zDT x   Sencondly, even if the accidents are attributable to the number of bicycles,
!O e^0d\ the rented bicycles of the island's six companies possibly cannot mostly
)_h@:No3wY account for the excessive number of bicycles in Balmer. Perhaps a large amount@ x5|z G/_a
of the residents in Balmer hold their own bicycles or mopeds. Or perhaps theb}Q]U,]]
bicycles are rented from companes other than these six local companies. If any
j^#V ~$R)qx5h4M of these is the case, the limit of rentals in the six companies would fail to
"TPN om be effective in the reduction of accidents..zx4bK;qG
Thirdly, even if it is the excessive rentals of the six companies results in
FwA-]\a#|1b the accidents, just because there are an increase of population in the summerN`m,`/VcQ:Su
months there, it is unconvincing that the limit which is enforced with in the
!M G,}u/O4r6B!^2x summer season is sufficient to prevent the accidents. Perhaps there far fewer
)vY/?C8Mh accidents in summer season than in other season, due to certain  weather&wNxRw&\3zn
conditions.
OTr#KKqE   Fourthly, the author's conclusin further rests on the assumption that it is
2C!^k%x5Sd"q3cs the limiting of rentals that result in the reduction of accidents in Torseau,[-f6|7B5OS)v(Vy
and that the experience of Torseau's town is applicable and effecitve for,T l,M`'J

4v5_u~u9K/l1yhEU Even if the limiting in Torseau is useful to reducce moped accident, the
+T{h r9|A&y limiting unnecessaily serve to effectively reduce the accidents in Balmer. Theb#@@h+Xn {
author fails to provide the investigation of the cause of accidents in Balmer
*oR%x@ H3P[2s as well as those in Torseau. Perhaps the main cause of moped accidents in

possibilities, the conclusion that limiting of rentals would be able to

the author's conclusion which stands on several dubious assumption is
