not X，but rather Y；not X，and instead Y；X，Y可为do
rather表一种主观认为，instead较为客观；rather可能更强调对比和转折，instead对比的往往是negative word后面的东西，如本题，不是和avoid对比，而是和recession对比。这样instead do的内容和avoid do的内容其实是并列关系，所以用and连接，句子的重心是均匀的；
rather to do和instead to do暂时没发现
另Rather than =instead of 是谁说的，完全不一样。
rather than可以引导从句或短语的，instead of一般就引导名词性东东。
They thus increased their annual grain production rather than diminished it.
