这题是错的。

首先，没有这个选择：that was assigned to do。（不能省略 that 的，因为是分句的主语。）

其次，不应该用 assigned 而应该用 formed。如果要说和 E 差不多的意思，就应该这样：In 1994 the White House named Dr. Ruth R. Faden chairperson of the federal advisory committee of experts; the committee was given the assignment to do a report on the history and ethics of the government’s radiation experiments on people（最讨厌人把 human 当做名词来用）in the 1950’sand 1960’s.

assigned for doing 里面的 for 不对。应该是 assigned to produce a report。
