The following appeared in an editorial in the Garden City Gazette (公报). "To address the parking problems in our downtown business district, it has been proposed that the city increase parking capacity by building a four-story parking garage. However, this project would cost more than it would to improve the downtown pedestrian plaza. Because the pedestrian(步行的) plaza(2个合起来:步行街) is an important attraction that draws people to the downtown area, improvements to it will increase business for downtown merchants. The merchants' higher profits will ultimately produce increased tax revenues for the city. Therefore, we should invest in the plaza improvements first and then use the revenues thus generated to pay for the construction of the parking garage."
In this argument, the editorial recommends that the city improve the downtown pedestrian plaza. This recommendation seems to be plausible at first glance for the support by the fact, rising revenues would make the four-story parking garage affordable, financially. However, it commits some crucial flaws uncovered by the following carefully observation.
As a common sense to us all, cargos and goods are mostly transported by vehicles. Since there is a problem within the downtown business circle, the supply chains are always possible affected by the often crowded traffic when there are some haste and quantitative demand for commodity. Without adequate and timely supply of goods, the downtown business circle will lose its internal temptation to the pedestrian plaza goers. As a saying goes, "No goods, no customers."
What is more, not only the downtown pedestrian plaza attracts clients, but also the traffic condition does. Although, according to the Gazette, the cost of a four-story parking garage is more than that to improve the downtown pedestrian plaza, however, the bottle neck of parking plots constrains the total number of clienteles. The ones who travel by vehicles are not necessarily to go on foot if there indeed are some plazas or shopping malls providing better parking condition. It is the customers who purchase suits, jewelries, boots, etc. Thus under the condition that the number of customers--the power of buying generally stays the same as usual no more revenues would be gained.
All in all, as a result, under the same transportation power, no more commodities would be sent to the plaza, and no more customers owning vehicles would get their cars parked, how can the overall revenues be raise greatly enough to construct a four-story parking garage? Therefore, in order to bolster this recommendation, the editorial ought to take a close scrutiny of the future of the either project.
