With the development of technology, computer is playing an increasing important role in people’s lives. It is quite true that some work can not be done without the help of computer. Since the importance of computer technology is growing rapidly, some people indicate that governments should try their best to develop or buy computer technology, while others disagree with this statement and they believe that this money should be spent on more basic needs. However, I would rather to agree with that the ultimate choice between them depends on.

First of all, in developed countries, such as the United States and England, whose living conditions have been largely improved during the past fifty years have managed to deal with some problems, such as poverty, health and pollution, which are still the headaches of the governments of the developing countries. Since these countries have the capacity and opportunity to develop computer technology, I indicate that they should try their best to improve it. Computer technology’s potential is unlimited and these governments have the responsibility to explore the unknown field in this area which will eventually benefit the whole society.

Meanwhile, it is undeniable that developing countries are still suffering from serious problems, such as starvation and pollution. So their prior responsibility is to settle these problems successfully while pay less emphasis on the development of computer technology. It is quite ridiculous to imagine such a picture that a man is surfing on the internet looking for delicious foods while can not afford to buy the daily necessities. However, this is not to say that developing countries do not have to improve computer technology because it is obvious that computer technology is becoming an indispensable part in people’s lives. The governments of developing countries should balance between the basic needs and computer technology and work out an efficient way both satisfy people’s needs and improve computer technology.

To sum up, I agree with the statement that computer technology is of great importance. However, I contradict the idea that every society should spend as much investment as possible developing computer technology. I believe that developed countries can spend more money on computer, while developing countries should pay more emphasis on the basic needs.

我认为不应该大量的发展电脑技术,有限度的发展,同时要兼顾基本需要。

It is undeniable that computer technology has considerably shaped our living. With the advancement of computer technology, we have enjoyed booming productivity, flourishing economy and even free ourselves from doing chores. Most people would like to voice their support on spending more money to develop computer technology, however, just as overdosing may cause serious impairment to our body, spending all the money on developing computer technology can hardly bring satifactory benefits.With other basic needs ignored, governments would face more problems.
Governments have manifold roles in society. Maintaining a balanced development is one of its duties. Specifically, computer technology is only part of
all the technologies that are vital for the development. Chemistry, metallurgy,agriculture and many other fields also have important meaning to us.
In these fields, massive investment and favourable policy can exert promising results as well. Before we have interests in learning and using computers, we have to guarantee that our food supply is stable and abundant and have cheap energy price so that we can afford to using electrical appliances. Only when these underlying prerequisites are met, can we think about using computers. Therefore, many other basic fields should never be ignored; governments have to pay equal attention on their development.

Secondly, simply focusing on development of technology ignores the correlation between different fields. Computer technology is not one independent subject that develop on its own basis. A variety of other fields provide fundamental theory and materials to build new computers. The advancement in semiconductor help speed up the computation of the computer and compact its size, while the theory in mathematics give computer scientists nouvel algorithms. Meanwhile better computer could have positive effects in the research of these areas as a reward.In this sense, it is impossible to concentrate on one and ignore the others. To develop computer technology, other industries are inevitablely involved in the development, and their development could lay the fundation for the developement of computer technology.

Moreover, computer techonology has major application in daily life. In some sense, it is the improvement of efficiency in work and its recreational function that have let computer sales go skyrocketing. As customers have various basic needs to meet before they think about computer. The idea of simply developing computer technology would fail to satisfy customers' other basic needs and will hamper the computer sales.

When governments decide to invest on computer technology, most people would applaud. However, too much focus on this would break the balance of developement of all fields in society. The irrational idea would not bring expected results to us, and will cause more problems to society.

Computer technology is very important in our daily lives nowadays. They make things much easier. And they contribute to the developing of the country. But should we spend as much money as possible on developing or buying computer technology? In my opinion, I think we should not. For there are a lot of basic things need to spend money on.

First, there are a lot of people who have not enough money to maintain their daily lives. They do not have enough money for food, either for cloths. Without this, they do not even have enough energy to work, how can they contribute to the developing of the economy. In this case, what would they do with the computer technology? Since people’s lives are the most important thing in the word, I think we should spend much more money on people’s daily life first.

Second, the medical care system is not good enough. Many people have not enough money to do an operation when they are ill because of the high fee. If we spend much more money on the medical care, the cost for a surgery would go down, and then people can afford the charge. People’s health will be better. Then they can live longer and have better lives. In conclusion, I believe we should spend as much more money on the medical care system.

In addition, education in our country is not good enough. In many rural areas, children have no money to go to school. If we just spend as much money as possible on computer technology instead of spending money on the education, many children would have no chance to study, then they cannot get enough technology, then how can they help with the developing of the computer technology? Then this my go to a vicious circle. Things will go worse and worse. So I think we also should spend much morn money on education.

Above all, I believe we should spend as much money as possible on basic needs. These basic things are more important than the computer science. For these are the foundations of a county.

SORRY 交晚了一个小时.....

As the rapid development of new technologies nowadays, people tend to judge a city on whether it has equipped with modern computer systems. Because of these opinions, governments begin to pay more attention to developing or buying computer technology, rather than meeting their city's basic needs. However, as far as I am concern, this decision is rather hasty and not wise to some extend.

A place is welcomed only if people living there believe that they are in a well-organized, clean and convenient community. This is a fairly difficult task, since a city is often quite big, and government needs to take care of the distinguished districts all over. Take the city where I live for example. We have seven districts, and only two of them are relatively nice, which means the streets are clean and tidy, the roads are flat and wide, buildings are well-designed and constructed. Nevertheless, most people would not like to live in the other five parts. Those places’ living environments and conditions are rather bad. And most of the citizens maintain that the government should concentrate more on developing basic facilities in those five uncomfortable districts, rather than building complex computer systems, which few citizens are able to use.

Another factor is that modern technology would usually spend a huge amount of the government’s budget. Many official leaders are prone to choose the most advanced computer technology, which are both expensive and sophisticated. These technologies may not be that mature for the daily life of people. Moreover, even if the modern technology is really convenient, common people would choose not to pay for that much money and rather live in their old ways. Therefore, quite a large number of the fantastic equipments finally become wastes. The Shanghai Magnetic levitation Train exemplifies perfectly this phenomenon. It is really computer advanced, however compare to the price of subways and other transportations in this big city, people would rather not take it. Most citizens hold the opinion that the government bought this high-tech equipment only to show that the city is modern.

Technologies do benefit people's daily life. However, governments would better apply them when it is the right time, which means that all or at least most of their citizens could enjoy the fundamental facilities. And as far as I am informed, up till now few cities in the country where I live could meet the standard of enabling all people’ basic needs. Therefore, I am strongly against the idea to spend money as much as possible in developing or building computer systems.
