Should government place few restrictions on scientific research and development? In my view, as a popular saying goes,"everthing has two sides.” So has science and development. The restriction is indispensable and necessary. To illustrate it clearly, details and evidences will be showed as follows.
Firstly, science itself or the development brought from science is hardly outstanding; sometimes it brings tragedy, even calamity to our society. In fact, the clear and accurate definition of science is new type, new concept, or the correction of former--in a word, very different from the former, rather than technology making advantages to the society. From this point, scientific research and development also has a negative impact on the advancing of society especially peace. What really matters is, we always ignore the importance of restriction, while concentrating more upon the stimulation of development. So, let’s take atomic energy for example to illuminate the essence of restrictions. There is no doubt that atomic energy can
generate a huge number of electricity in nuclear power plant -we call it as clear nonpolluting energy; on the other hand , in the second World War, the U.S. Government threw atomic bombs on Japan for military and political reasons, in accordance with original plan .It killed 8 million at least directly! And I think, that is why all of us focus our attention upon the progress of nuclear nowadays. Maybe science itself is innocent and virtuous; however, the user fills with evil opinions, which is the most dangerous for us--it is our responsibility to restrain science applied in their hands. We cannot be too careful to our duties, in case of the abuse of scientific research and development.
Secondly, the balance between restricting and boosting upon the scientific research and development plays a better role in promoting development. Indeed, extremely restriction or stimulation should be avoided absolutely. It is our responsibility to spur the perfection of society and the whole world. The overage of encouragement will no doubt despoil us of right to lead a better life--the deteriorating environment is blocking the way. The temperature climbs higher, the green plant become fewer, the desertification processes faster.However, the overage of restricting also stops the advancing of society. The development of science is restricted, needless to say that development of society. According to Industrial Revolution happened ago, it can be proved easily that nothing has more potentiality and power in pushing the progress of society--technology is the first and most effective productivity. After all, we can go abroad by air and train rather than on foot! It is believed that finding the balance between restricting and boosting increases the profits of the whole society quickly.
To sum up my opinion, the restriction on scientific research and development is indispensable and necessary while ignoring extremely restriction or spurring should be avoided. Only with combined balances, can we expect a better view of future. It is a pity that we can not deal with it successfully at least now. But I always trust that our efforts will not be in vain.
