The speaker claims that the thrive of the major cities is the most important,because (on the assumption that )a nation's cultural traditions are preserved and generated primarily in cities.To ensure it ,the governments must ensure their major cities receive the financial support they need in order to thrive. But in common sense ,not every country in all its periods preserve and generate its cultural traditions mainly in cities.What's more ,what the governments must do for the major cities is not under all situations ,and how the governments should devote the finance must accords with many different kinds of aspects .To show the contention directly as above is partial and need more analyse.# Y9 b6 J+ V+ m7 Y2 _

Of course ,to ensure the major cities receive plenty enough finance support in order to thrive is the governments main task,for the major cities can make more jobs and production so that it can ,to some certain extent ,help the whole people to live a better life.More over ,once the major cities thrive ,to some extent ,like Shanghai and Beingjing in China ,and Newyork and Los Angelos in the U.S,they will raise the reputation of the whole country ,which will bring the confidence and belief by citizens to the government and will promote it to work better,like a reward to a part-race winner.However ,when there's more important events need money and the finance is sufficient,the idea that "the major cities first" might be a wrong choice sometimes.For example, at the begining of the development in the west of the U.S, the finance should be most devoted to the small and less developed cities in the west ,rather than the big ones in the east.This method ,in the end ,turn out to be profoundly successful.( I2 b8 e( e6 h% S, x7 s( \
% `, Z, A: V: Q$ d0 VAnother main problem is the contention that a nation's cultural traditions are preserved and generated primarily in cities have no evidence and seems somehow rediculous .A simple exception can be that even nowadays ,there still many undeveloped countries have no cities actually, so ,surely,which cultural traditions all exist in the countryside.But in fact, to most countries ,their main cultural traditions preserved and generated in major cities ,so that the statement is not absolutely wrong." 3 W3 z" B' R, U5 [7 b& F% mWhat was worse is that the two sentences written by the author above ,I considered, maybe cannot form a causal relationship.First,we can just assume the statement is true, that is to say ,the nation's cultural traditions are preserved and generated in cities. Then how could we know if we only develop a few cities which we considered more important than others ,all the cities as a whole will benefit most ,the whole country will benefit most.What's more ,we all know as a kind of common sense and everyday experience as human beings,the culture is the sole of one people and a nation,but to make effort to ensure the major cities to thrive is not only to preserve and generate the culture,what counts most is to promote the whole country's ecnomic via the development of the major cities.All other things ,such as a nation's culture , powerful affectiveness ,depend on whether the nation owns an powerful ecnomic.

In sum, the governments surely have the responsability to promote its major cities to thrive by ensuring that they are able to receive the financial support they need, but the governments also need to consider the whole country's interest and use the limited finance more efficiency in order to make most of the people ,no matter living in the countryside or in the downtown,benefit most.Though most countries in twenty-first century preserved and genereated its nation's cultural traditions in cities ,there still lots of exception.So the contention is partial.And it is illogical to the former sentence.
